Yes, You Can Still See Inside Benagil Cave — From the Water Only
You can still experience the cave's interior in 2026, but the way you do it changed for good in 2024. Portugal's National Maritime Authority issued Edital 019/2024, effective 13 August 2024 and amended by Edital 009/2025, after years of overcrowding and fatal accidents — at least two tourist deaths a year were reported from people swimming to the cave. The rules apply because Benagil sits inside the Parque Natural Marinho do Recife do Algarve – Pedra do Valado.
The bottom line: the three legal ways inside are a licensed boat tour, a guided kayak tour, or a guided SUP tour. You cannot swim in, you cannot land on the inner beach, and you cannot rent an unguided kayak or paddleboard. Motorised boats enter through the western arch and non-motorised craft through the eastern one. The interior is as striking as ever from the water — you simply can't stand on the sand any more.
Banned since August 2024
- Swimming into the cave, with or without a float
- Landing or stepping onto the inner beach
- Renting an unguided kayak or SUP to go in alone
- Recreating the "person standing on the empty beach" photo
- Any beach use inside the cave, by visitors or operators
Still allowed
- Seeing the interior from a licensed boat tour
- Going in on a guided kayak or guided SUP tour
- Viewing the skylight free from the clifftop above
- Photographing the dome, arches and beam from the water
- Swimming at nearby beaches outside the cave
The 3 biggest mistakes first-timers make
- Expecting to swim to the cave. It's banned — and it was dangerous, with regular drownings and rescues before the rules changed.
- Expecting to walk on the beach inside. No one can disembark inside the cave any more; you see the inner beach from the water only.
- Arriving without a reservation in July or August. Morning tours and guided kayaks sell out days ahead, and rough seas can cancel trips — don't leave it to your last day.
Benagil Cave Rules Explained: The Ban, the Limits and the Fines
Edital 019/2024, amended by Edital 009/2025 — the no-swim ban, the boat and kayak caps, the guide ratio, and the penalties.
No swimming into the cave
Swimming in is banned with or without flotation devices, enforced by the Polícia Marítima. The rule followed repeated drownings and rescues — Drifter Planet's Algarve guide notes "each year at least two tourists die while attempting to swim to Benagil Caves."
No landing on the inner beach
Disembarking or "beach use" inside the cave is prohibited for both individuals and tour companies. You see the inner beach from the water only — the iconic solo-on-the-sand photo is no longer legal.
No unguided kayak or SUP
You can no longer rent a kayak or paddleboard and go in by yourself. Non-motorised visits must be guided, at a ratio of one guide kayak for every six touring kayaks in the area.
Boat and kayak limits inside
Up to five motorised boats may be inside at once (raised from three in 2025), each for a two-minute limit, and up to fourteen non-motorised craft (raised from seven), with an eight-minute window. Boats enter via the western entrance, kayaks and SUPs via the eastern.
The fines
Operator fines run from a €300 floor up to €216,000, with the serious environmental band at €2,000–€216,000. A 2025 amendment added a lower €25–€20,000 band for individuals breaching safety-equipment rules. The widely repeated "€2,500 per swimmer" figure appears only on blogs and is not in the official text.
Why the rules exist
The cave lies inside the Parque Natural Marinho do Recife do Algarve – Pedra do Valado, and the National Maritime Authority introduced the editais to stop overcrowding and deaths. Officials say the changes worked: "We no longer have incidents of too many boats inside, or of boats crisscrossing with kayaks and swimmers," the Algarve tourism board told Lusa in 2025.
The 3 Legal Ways Into Benagil Cave: Boat, Kayak and SUP
Each is licensed and guided — tap through to live prices and availability for the top-rated option.
Small boat or RIB through the arch
The easiest, most reliable way inside — about two minutes in the dome, with no paddling. Best for first-timers, families and short-on-time visitors. Our pick: a small boat from Armação de Pêra, 4.9 from 1,100+ reviews, from $29.
Check availabilityPaddle in and linger longest
The longest time inside — up to eight minutes — plus access to grottoes boats can't reach. Needs calm seas and moderate fitness. Our pick: a guided Benagil kayak tour, 4.7 from 3,700+ reviews, from $29.
Check availabilityStand-up paddle on calm days
A quieter, balance-based way in on small-group guided tours, best in calm morning seas. Browse the licensed kayak and SUP trips that launch near Benagil and Carvalho beaches.

A small-boat trip that legally enters the dome — pick a date and check live availability.
Armação de Pêra: Benagil Caves and Secret Beaches Boat Trip
Why we recommend it: it's a licensed small boat that legally enters Benagil Cave through the arch — the highest-rated cave trip on the coast, 4.9 across 1,100+ reviews, with secret-beach stops the big catamarans skip and free cancellation if the sea turns rough.
The boat leaves Armação de Pêra and works west along the golden cliffs, slipping through the western arch into the dome within the two-minute limit, then ducks into grottoes and hidden coves larger boats can't reach. The crew tracks the access rules and sea conditions, so you get inside legally and safely without judging the Atlantic yourself.

Planning a Benagil Visit: Timing, Booking, Weather & the Free Viewpoint
Beyond the rules — the practical realities that make or break the trip.
The cave is smaller than it looks
Social media oversells the scale. The dome is impressive but compact, and visits inside last only a few minutes because of the boat and kayak limits. The draw is the skylight, the golden rock and the emerald water — not time spent inside.
Go early in the day
Book the first departure and visit outside peak summer hours. The payoff is fewer boats, calmer seas, better photos and less waiting at the cave.
Book ahead in summer
Between June and September, morning tours often sell out and guided kayaks have strict capacity limits. Reserve a few days in advance rather than relying on last-minute availability.
Sea conditions can cancel tours
Trips stop when waves are high, winds are strong or conditions are unsafe. Cancellations happen even in summer, so don't leave the cave to your final day in the Algarve if it matters.
See it free from above
The Seven Hanging Valleys Trail passes directly over the cave; from the clifftop you can look down through the skylight and photograph the coast for free. You can't enter the cave from the cliffs, though.
The coast is just as good
Many visitors fixate on Benagil and miss the rest. Praia da Marinha, Algar Seco, Ponta da Piedade and the trail are highlights in their own right — the full coastal tour is often more memorable than the cave itself.
Benagil Cave Access Rules: Frequently Asked Questions
Can you still go inside Benagil Cave in 2026?
Yes, but only from the water on a licensed boat tour or a guided kayak or SUP tour. Since 13 August 2024 you can no longer swim in, land on the inner beach, or rent an unguided kayak or paddleboard. Boats enter through the western arch and non-motorised craft through the eastern one.
Can you swim into Benagil Cave?
No. Swimming into the cave has been banned since 13 August 2024, with or without a float, under Edital 019/2024 from the Captain of the Port of Portimão. It is enforced by the Polícia Marítima and followed years of drownings and rescues at the cave.
Can you walk on the beach inside Benagil Cave?
No. Landing or disembarking on the inner beach is prohibited for both individuals and tour operators. You view the interior from the water only, so the old photo of a person standing on the empty inner beach is no longer legal to recreate.
Can you walk to Benagil Cave?
No, there is no land access to the interior. You can walk the clifftop Seven Hanging Valleys Trail and look down through the fenced skylight, but from above you only see a large hole, not the cave interior. To see inside you must go by water.
How many boats can be inside Benagil Cave at once?
Up to five motorised boats may be inside at once, each for a two-minute limit, and up to fourteen non-motorised kayaks and SUPs, with an eight-minute window. Guided kayaks run at a ratio of one guide kayak per six touring kayaks.
What are the fines for breaking the Benagil Cave rules?
Operator fines run from a €300 floor up to €216,000, with the serious environmental band set at €2,000–€216,000. A 2025 amendment added a lower €25–€20,000 band for individuals breaching safety-equipment rules. The widely repeated "€2,500 per swimmer" figure appears only on blogs and is not in the official text.
Why did Benagil Cave introduce these rules?
After years of overcrowding and fatal accidents — at least two tourist deaths a year were reported from swimming attempts — Portugal's National Maritime Authority issued Edital 019/2024, effective 13 August 2024 and amended by Edital 009/2025. The cave sits inside the Parque Natural Marinho do Recife do Algarve – Pedra do Valado. See whether Benagil Cave is still worth it under the new rules.
